Reread the whole series again and in the Nurahiyon mission, oka ran away from the 100pt boss cuz he said it wasn't worth the risk.
Well I thought you had to stay within set boundaries of the area around the target, so he couldn't really had gotten far...... And the area got smaller as indicated in an earlier chapter where the team faced off against the 100point boss for the first time.
Plot hole?

But if he ran away, his head would have exploded, but we saw his severed head from Nuri, so that is a contradiction.

That's what I was inferring... Oka couldn't leave the area due to the bomb in his head. From completing the game SEVEN times, he should have known this.
the only thing i can think of is that he must have thought the mission had a timer and tried to run it down. Though there is no evidence to suggest the timer was on..

I'm just saying if it doesn't make sense for oka to run away, then he should have stood his ground and fight to the death. Killing the boss was the only way to finish the mission.

He thought that the other nuts members could handle the boss. But also he might have wanted the timer to end, but it got cut off in the middle.

He may have been planning to fight from afar (outside of Nuri's awareness)?
Because staying there and fighting Nuri directly when Nuri's only weakness is the exact opposite of that is simply stupid.
Though the really logical option would have been to tell the Tokyo team of its weakness directly and work together with them to take it down. Guess he was too prideful for that.

what was Nuri's weakness? I never totally understood how he died or why he simply stopped regenerating.

His weakness was attacking him outside of his perception, and sight.
Basically surprise attacks he couldn't prepare for. Like when he destroyed Okas advanced suit and oka sliced him from behind. It took alot longer to regenerate. The more this happened the slower he would regenerate to the point that he couldn't any longer like Hikawa and katou dealing the finishing blow.
